Summary: Foster care is in a state of flux almost everywhere. In hig income countries, the number of children requiring foster care is growing. The nature of children in foster care is changing - they exhibit more problems, while their birth families are finding it harder to cope. In low-income countries, effective policies for dealing with breakdowns in care arrangements of birth families are virtually absent. With all these changes and new expectations, current foster care practices call for a thorough review and assessment in both rich and poor countries, and in the many social contexts within these countries.
